Lee O. Upton III - President

Lee O. Upton, III is President at Premier Quantitative Consulting, Inc.  Previously, Mr. Upton was a Principal with Innovation & Information Consultants, Inc., and had worked at the firm for over sixteen years. Mr. Upton has managed a number of major consulting projects for both private and public sector clients.

Mr. Upton specializes in providing asset and equity valuations for closely-held businesses, including valuation of specific tangible and intangible assets. Mr. Upton also performs economic and statistical analyses pertaining to market conditions, regulatory issues, pricing issues, and trading behavior; compliance with tax regulations and royalty and profit sharing agreements; and the identification of market trends, such as forecasting future prices, profits, and market shares. For projects involving large amounts of data analysis, Mr. Upton provides data management and retrieval services, including the construction and maintenance of large-scale databases, creation of client-specific datasets, and statistical analysis of underlying data.

Mr. Upton holds a B.S. in Physics from Wake Forest University, an M.S. in Physics from Emory University, and an M.B.A. from the Crummer Graduate School of Business at Rollins College. Mr. Upton is a member of United States Association for Energy Economics and Beta Gamma Sigma International Business honor society. In addition, Mr. Upton holds the Certified Valuation Analyst (CVA) credential and is a member of the National Association of Certified Valuators and Analysts.  Mr. Upton is also a member of the Collaborative Family Law Group of Central Florida and has been a collaborative financial neutral on over one hundred cases.

Emma J. Broming - Principal

Emma J. Broming is a Principal at Premier Quantitative Consulting, Inc. and has been with the firm since its start in 2014. Previously, Ms. Broming worked as a Research Assistant for Innovation and Information Consultants, Inc. She has been actively involved in leading major consulting projects for both the public and private sector. Ms. Broming’s experience spans multiple economic areas including cost of capital (rate of return) analysis, utility regulatory analysis including cost of service issues, valuation of intangible property, business valuation, financial forensics, determination of income, evaluation of alimony and child support, data-based public policy analysis, and transfer pricing issues.  Ms. Broming has served as the financial neutral in dozens of marital dissolution proceedings, where her focus has been on complex financial issues facing divorcing clients.  Ms. Broming has extensive experience working with large-scale data sets and complex computations and is familiar with computational modeling and regression analysis.Ms. Broming graduated summa cum laude with an honors A.B. degree in Physics and Music from Rollins College in 2012. She is the recipient of the prestigious Barry M. Goldwater Scholarship and received an honorable mention in the 2012 National Science Foundation Graduate Fellowship for her undergraduate research in computational astrophysics. In addition, she has several peer-reviewed academic articles and presentations. She holds the Certified Valuation Analyst (CVA) credential from the National Association of Certified Valuators and Analysts (NACVA) and is a collaboratively trained financial neutral. She has completed the training for the Master Analyst of Financial Forensics (MAFF) credential also from NACVA and anticipates taking the credentialing exam in early 2024.

Julie Tompkins - Senior Consultant

Julie Tompkins is a Senior Consultant at Premier Quantitative Consulting, Inc. and also is the Chair of our Board of Directors. Prior to assuming her managerial oversight responsibilities in June 2014, Ms. Tompkins was a successful entrepreneur who ran her own small performing arts business. Previously, she served as the director of the Resident Artist and Studio Artist programs at Orlando Opera, with managerial oversight of program participants.  Ms. Tompkins is passionate about research and analysis, with a particular focus on issues facing business owners and entrepreneurs active in the Performing Arts sector.

Ms. Tompkins currently provides strategic input and guidance for PQC, Inc., with a particular focus on marketing and outreach.  Ms. Tompkins obtained a Bachelor’s degree in Piano Performance from Stetson University and subsequently obtained her Masters of Music and Graduate Diploma in Collaborative Piano from the New England Conservatory of Music.

Rebecca L. Upton - Technical Expert

Dr. Upton is a technical consultant at PQC, Inc., lending her expertise in public policy research and analysis. Principal areas of focus include social network analysis and entrepreneurship among women-owned and women-led businesses.  She is an Associate Professor of Sociology and Anthropology at DePauw University and the author of numerous articles and manuscripts on gender dynamics and social networks in cross-cultural contexts.  Dr. Upton has held the Edward Myers Dolan endowed chair in Sociology & Anthropology, and her research on gender, work and family in both sub-Saharan Africa and the U.S. has been supported by the Andrew Mellon Foundation, the Alfred P. Sloan Foundation, the Great Lakes College Association and the J. William Fulbright Foundation.

Dr. Upton has published widely in academic journals such as Gender & Development, Gender & Society, and the Journal of Contemporary Ethnography as well as appearing on NPR and more popular media in the U.S. to talk about her research on contemporary working families. Prior to joining the DePauw University faculty; Dr. Upton was a research fellow at ICPSR/ISR at the University of Michigan and has worked extensively with social network measurement and qualitative and quantitative data analyses. She received her A.M. and Ph.D. in Anthropology with an emphasis on mixed methodologies in Anthropology and Demography/Population Studies from Brown University and holds an M.P.H. from Emory University.

Olyvia Vasquez - Senior Data Analyst 

Olyvia Vasquez is a Senior Data Analyst at Premier Quantitative Consulting, Inc. Previously, Ms. Vasquez was a Research Assistant with Duke University’s Department of Psychiatry and Behavioral Sciences. Ms. Vasquez has experience with data statistics in multiple sectors including business valuation, financial forensics, and public policy analysis. Ms. Vasquez specializes in computer programming, python development, data cleansing and visualization, financial modeling, cash flow analysis, and regression analysis. Ms. Vasquez holds a B.S. in Psychology and Chemistry from Duke University and an M.S. in Criminology and Criminal Justice from Florida State University.
